Ms. Hezel concentrates her practice in the areas of tax compliance and litigation, with a focus on estate and gift taxes. She previously served as Assistant Attorney General in the Office of the Attorney General of Virginia, where she was agency counsel for the Virginia Department of Taxation. She also handles fiduciary litigation, will contests, and non-profit organizations.  She applies her tax and estate knowledge in her advanced estate planning practice as well.

Ms. Hezel is a volunteer member of both the Community Tax Law Project and the Hopewell Humane Society.

Flora is married to Rick Hezel and they live in the Kempsville section of Virginia Beach with their two sons.
